I got this encounter at Burgerville in the Portland City Pass, but maybe it spawns at any fast food joint.

Crowbar or similar to break in
Walkthrough[]
Equip a crowbar to pry the door. (Another option is to bust in, but I didn't try it.) Inside, you can find some 9mm ammo. If you go check out the kitchen, an armed man appears. You can fight or talk to him; he tells you to leave.
This man fights with a pump shotgun. If you kill him, you'll get his shotgun along with a walther p99, some more 9mm ammo and 12ga shotgun shells.

After killiing him, his friend outside flees and if you stay and wait you hear and see them show up (4 guys in a truck), and get the option to ambush them, run away through a nearby alley or hide in the store,
I chose to ambush them but if you don't have a scoped rifle you can't shoot at them and have to leave
